Chicken and Rice

1 can cream of mushroom soup
1 can cream of chicken soup
2 cups water
1/2 cup milk
1 tsp pepper
2 cups regular rice, uncooked
1 pkg dried Lipton’s onion soup mix
4-6 chicken breasts

Mix together in a 9 x 13 pan. Lay chicken breasts on top. Cover with foil and bake 1 1/2 hours at 350 degrees. Then uncover and bake another 1/2 hour to brown. Serve in pan it is baked in.
